Housing Programs and Activities
Department activities involve, to a large extent, the administration of state and federal funded programs. The central programs are the Community Development Block Grant (CDBG) and the Rent Assistance Programs. The CDBG Program funds a fairly broad range of housing, neighborhood, and downtown activities subject to a number of exceptions and limitations.
The Rent Assistance Program is funded by the federal government on the basis of a number of housing assistance vouchers for low and moderate-income persons. The Housing Choice Voucher Program, also known as Section 8, assists households with their monthly rent and utilities. Under this program, a monthly rent payment is made to the landlord on behalf of the tenant's household.
Property Maintenance Complaints
Neighborhood & Community Services is responsible for addressing complaints from citizens regarding the condition of buildings, housing units, and nuisances (junk cars, trash, etc.). Upon receipt of a complaint, an inspection is conducted. To report a property maintenance complaint or concern, please call 755-3065.
If you have questions concerning landlord/tenant issues, please contact the Department of Justice (800-362-8189). For other types of landlord/tenant issues (security deposits, illegal entry, evictions, etc.), assistance may be available from Legal Action of Wisconsin (800-362-3904), Consumer Protection in Madison (800-422-7128) or the Tenant Resource Center (608-257-0006).
Fair Housing Complaints
We may be able to help if you feel that you have been discriminated against based upon race, color, religion, ancestry, sex, national origin, disability, sex or marital status of the person maintaining a household, lawful source of income, age, sexual orientation, or family status. For assistance in filing a complaint contact Neighborhood & Community Services at 755-3052.
Are you interested in rehabilitating a historic property? Assistance may be available as historic preservation tax credits. For more information contact Neighborhood & Community Services at 755-3065.
