Summary of Services
The MPO is an area-wide transportation planning organization. It carries out
federally-mandated planning and programming requirements in order for the City
to remain eligible for federal highway, bicycle and transit funds. Community Development
Department staff coordinate the functions of the Janesville area MPO.
Annual administrative activities conducted by the MPO to maintain eligibility
for federal funding include the transportation work program and budget, the
six-year Transportation Improvement Program, Title VI accomplishments, and quarterly financial/progress
reports. Other planning activities include transit studies, parking studies, and various traffic studies.
In 1998 the Community Development Department completed the Janesville Area Long-Range
Transportation Plan for the MPO. The long range plan has a twenty-year planning
horizon and serves as an action plan for the construction of efficient highway
and bicycle and pedestrian facilities and development of effective transit
service throughout the Janesville metropolitan area. A fundamental component of
the plan is the bicycle and pedestrian network, which incorporates a system of
off-street trails and on-street routes designed for recreational and commuter
use.
The work of the MPO is directed by a Policy Board which is advised by a
Technical Advisory Committee. The Policy Board members are comprised of chief
elected officials who include the Janesville City Council, Janesville City Manager,
City of Milton Mayor, Chairpersons from the towns of Janesville, Harmony, LaPrairie,
Milton, and Rock (or his/her designee), a member of Rock County Board of Supervisors,
and a representive from the Wisconsin Department of Transportation District 1 office.
The Technical Advisory Committee consists of City of Janesville planning and engineering
staff, Rock County planning, town representatives, state DOT, City of Milton, and federal transportation
representatives.
MPO Documents
The MPO's Transportation Improvement Program (TIP) and the Work Program are typically updated in the fall
and are approved by the Policy Board by December of each year. To obtain copies of the current TIP or Work
Program, please contact the Community Development Department or download a copy from the
Document Library.
Annually the Janesville MPO prepares a six year Transportation Improvement Program (TIP). The program
includes prioritized highway, transit, bicycle, pedestrian projects, and all projects in the Janesville
Planning Area proposed to be funded with federal funds. Federal transportation planning regulations require
that certain federally funded transportation improvement projects in the Janesville urbanized area must be
included in the TIP and endorsed by the MPO Policy Board prior to receiving project approval from the Federal
Highway Administration or Federal Transit Administration.

Work Program
Annually the Janesville MPO prepares a Work Program. The Work Program outlines the transportation activities
that will be undertaken in the next year and budget information. These activities typically include short range
system management studies and work aimed at updating the Long Range Transportation Plan Examples of short range

Public Participation Procedures
The Public Participation Procedures were originally adopted in 1994 and were updated in 1999 and again in
2004. The Public Participation Procedures must be reviewed and amended, if necessary, at a minimum every five
years. MPO staff has updated the document and it was reviewed and approved by the MPO Technical Advisory
Committee and MPO Policy Board. Click here to find a copy of the current

Non-Discrimination Agreement and Title VI Reports
The Non-Discrimination Agreement between the MPO and the Wisconsin Department of Transportation was signed in 2009. The agreement assures that no person shall on the grounds of race, color, national origin, and sex, be excluded from participation in, be denied the benefits of, or otherwise subjected to discrimination under any program or activity conducted by the MPO. The MPO Coordinator is the Title VI Coordinator responsible for initiating and monitoring Title VI activities and preparing required reports. Click here to find Title VI documents.
MPO Meeting Information
The MPO Policy Board and Technical Advisory Committee generally meet once a year in the fall to review and
approve the Work Program, Transportation Improvement Program, to endorse elements of the Long Range
Transportation Plan and periodic amendments thereof. Copies of agendas and/or minutes from both the MPO Policy
