Sanitary Landfill
The sanitary landfill is located on Black Bridge Road between Highway 51 and Milton Avenue, and serves
all City of Janesville and Rock County residents and is owned and opperated by the City of Janesville.
Service is available for all residential, commercial, demolition and industrial waste generators in Rock
County. The present sanitary landfill is projected to reach full capacity in late 2005, and construction
on a landfill expansion began in the spring of 2004.
The landfill expansion is located approximately 1000 ft. north of the current site in the mined sand
and gravel quarry off Black Bridge Road. The City purchased 650 acres from Janesville Sand & Gravel
in 1972 for the purpose of landfill development. Janesville Sand & Gravel retained the mining rights
and removed the minerals in advance of the landfilling operation.
The landfill expansion is a 37.6-acre site designed to hold 4.7 million cubic yards of garbage which
is approximately 200,000 more cubic yards of garbage than the existing landfill. Landfill fees are
not projected the increase in the first year of operation at the new site.
The proposed life of the landfill expansion site is 15 years, and the landfill will be constructed and
filled with waste in five phases. Construction of Phase 1 started this spring in the northeastern corner
of the quarry and will move west as each phase is filled. Phases will be constructed every three to four
years. Landfill customers will continue to access the landfill via the entrance on Black Bridge Road.
Similar to the current landfill, the City has taken measures to ensure the new landfill complies with
all federal and state environmental regulations. The landfill is designed with a four-foot compacted
clay liner and a plastic liner to protect against groundwater contamination. Groundwater-monitoring wells
and methane gas probes are installed to monitor and minimize any impact to the surrounding environment.
The current landfill site will be completely filled with waste by the end of 2005. The City will begin
accepting waste in the expansion site during early 2005. The City owns three closed landfills on the
south side of Black Bridge Road and has been operating disposal facilities in this location since the 1950s.
Disposal Rules
- All vehicles hauling refuse to the sanitary and demolition landfills must be fully enclosed
or have wastes covered with a tarpaulin.
- The City reserves the right to refuse any load of waste.
- The following items are banned from disposal in the sanitary landfill:
- Asphalt (may take to demolition landfill located just west of the sanitary landfill)
- Toxic or
Household Hazardous Waste
- Liquid Wastes
- Yard Waste (grass, leaves, yard and garden debris) (Janesville residents may take these to the compost
facility located just west of the sanitary landfill).
- Concrete (including reinforced) (may take to the demolition landfill located just west of the sanitary landfill)
- Out-of-County Waste
- Recyclables (including cardboard)
- Medical Waste
The following may be taken to special collection areas at the sanitary landfill for recycling:
Metal Items
Disposal of special wastes such as asbestos, barrels, contaminated soil, and industrial process
waste must have approval prior to deposit at the sanitary landfill. Call the City�s Environmental
Specialist at the City Service Center for information.

Commercial Hauler License Fee
All commercial haulers wishing to use the
sanitary landfill must purchase an annual license from the City costing $50 for
the first vehicle and $25 for each additional vehicle. This license must be
purchased on or before June 30 of each year. Commercial haulers must license
every truck used to haul waste to the landfill.
Credit Application
Upon payment of a $30 processing fee, persons may
apply for a credit account with the City. There will be a minimum charge of $25
for every month a person uses their charge account, regardless of the amount
charged. If a person does not use their account in a given month, no fee
will be charged for that month.
