Community Development
Summary of Services
In 2005, the Planning Department and Building Services combined to create the Community Development Department.
The Community Development Department has completed
the Downtown Vision and Strategy Plan, the new Comprehensive Plan, the neighborhoods plan and the
Park and Open Space Plan.
Planning and Development Services
The Community Development Department is involved in a wide range of physical planning and development review activities. The department reviews
annexations, street vacations, rezoning requests, conditional use permits, subdivisions of land and site plans. It also develops and maintains the Citys
master neighborhood plans. The City has a Comprehensive Plan (Master Plan) which identifies Janesville's 25-year growth limits. The department also provides
projections and impact information on population, housing, land use, environment, utilities, community facilities, and the economy.
Other services include preparation of fiscal impact reports, drafting zoning ordinance amendments, and assisting on downtown development projects. In
addition, the department is one of the primary sources of general development information. In a typical year, the department receives thousands of zoning
and development regulation inquiries.
The Community Development Department provides staff support for five committees: the Plan Commission, City Council, Historic Commission, Metropolitan
Planning Organization (MPO) Technical and Policy Committees, and the Zoning Board of Appeals. In addition, a staff member serves as the Site Plan Review
Coordinator. The Site Plan Review Coordinator reviews all site plans to determine compliance with zoning and development code requirements. The department
provides information to private developers and members of the development community conducting market analyses for clients as well as advice on site design
and layout. The department maintains an excellent base of information for this purpose including neighborhood plans, aerial photographs, 200 scale
topographical base maps, and socio-economic/demographic data for sub-areas of the city.
This department undertakes special projects, which in the past have involved an Bike Trail Planning and Design, River Front Development Strategy,
Downtown Parking Garage Study, Senior Center Site Analysis, Northeast Neighborhood Plan, Southwest Plan, and preparation of annual reports including a
Citywide Apartment Vacancy Survey and a Selected Economic Indicators Report.
Building Services
The Community Development Department reviews commercial building plans up to 50,000 cubic feet for new construction and alteration/addition plans up to
100,000 cubic feet. The City is also certified for all plumbing plans except for State-owned buildings and some types of medical facilities.
In 1997, the City entered into a Memo of Understanding with the State of Wisconsin, which allows commercial developers to have plans requiring State
approval to obtain this approval by the State or through Premium Planview, a private company. This service has been a great help to the developers because
the State takes 30-60 days to conduct a plan review and Premium Planview can turn around a plan review in much less time. This service was added
with no cost to the City of Janesville.
New dwellings are required by State Code to have a minimum of fourteen inspections. Occupancy permits and inspections are required when a commercial
operation builds a new building, makes alterations or additions to their existing building, relocates to a different location, or changes ownership. This
requirement assures that the building is in compliance with building codes, the operation is located in the correct zoning district, and the Fire Department
is aware of the type of occupancy in case of hazardous operations or storage. Contact names and telephone numbers, from the occupancy permit applications,
are furnished to the 9-1-1 center for use in the emergency contact of owners and tenants.
The department staff is State certified in several inspection categories to provide the staffing flexibility to make inspections in a timely fashion for
all trades.
The Community Development Department schedules meetings with developers to review building, fire safety, zoning and site improvement requirements and
necessary permits for new commercial projects and major additions.
Complaints
The department is also responsible for addressing complaints from citizens regarding building services. To report a building services' complaint or concern (such as working without a building permit or a sign violation), first check to see if there is a building permit card in a front window or window of a front door. If a card is in the window, it is likely that a permit is in place for the work being done. If a permit card is not in place, obtain the address of the building and contact the Community Development Department at 755-3060. An inspector will investigate the property to determine if a violation is present and to follow up with the owner or contractor.
