City Assessor

Richard was hired as a Planning Tech by the City in 1982. He served 20 years in the City’s Planning Division ultimately advancing to the position of Senior Planner. In June 2001 he accepted a position in the Assessor’s Division. In December 2008 he was promoted to City Assessor. Richard holds a B.S. degree in Landscape Architecture from Purdue University, and an Assessor 2 certification from the Wisconsin Department of Revenue (DOR). That certification meets the DOR’s requirements for a City Assessor in a community the size of Janesville. Richard is a Wisconsin Certified Public Manager and completed the LEAD program at the University of Virginia.
