Summary of Services
Neighborhood Services is involved in a wide range of activities that protect and promote the health, safety,
welfare, and appearance of the City of Janesville as well as administers programs intended to improve and
revitalize older neighborhoods, housing, the downtown, and meet the housing needs of lower income persons.
Housing Programs and Activities
Department activities involve to a large extent the administration of federally and state funded programs.
The central programs are the Community Development Block Grant (CDBG) and the Section 8 Rental Assistance
Programs. The CDBG Program funds a fairly broad range of housing, neighborhood and downtown activities subject
to a number of exceptions and limitations.
The Section 8 Program is funded by the federal government on the basis of a number of housing assistance
vouchers for low and moderate-income persons. The Housing Choice Voucher Program, also known as Section 8,
assists households with their monthly rent and utilities. Under this program, a monthly rent payment is made to
the landlord on behalf of the tenant's household.
Property Maintenance Complaints
The department is also responsible for addressing complaints from citizens regarding the condition of
buildings, housing units, and nuisances (junk cars, trash, etc.). Upon receipt of a complaint, an inspection is conducted. To report a property maintenance complaint or concern, please call 755-3065.
